Bandit camps respawn in this game this time around... In kcd1 bandits do not respawn outside of random encounters.
Oh yeah, I know bandits, but named NPCs, especially from random encounters, are surprising.

STOP stealing items....
STOP picking up everything that aint nailed down....
STOP robbing back coin after you sell something.....
STOP farming items that respawn.....
Stop being a gutter-trash loot goblin..... problem solved.
Up to now I've only seen essential/unkillable NPCs get "unconscious" when they should die, then wake up, noone respawned
But I'm still in first map
