Perk "Revenant" not working

Does the perk "Revenant" work for anybody? Its description says

Your health will gradually regenerate up to 50 health points. This effect does not apply if you are in combat or bleeding.

I'm definitely not bleeding and I'm out of combat but my health stays at 64, no matter how long I wait.

yea you are not understanding. Revenant will heal you to 50% HP aka 50Health. not above. you have 64. nothing to heal.

Works for me, but have to be out of combat for a good while before it regenerates

Wait a minute, does the perk really mean, it will heal you UP to 50 health and not FOR 50 health? So if I'm over 50 health, it does nothing?

Yeah, it heals you up to 50, and the upgrade heals you up to 75.

It's an entirely pointless perk when you can just down a Marigold Decoction and heal to full. And it's not like it's hard to come across the materials to make them. You can get hundreds of marigold and nettle in Troskowitz, and that can last you literally the entire game.
