Just checked, whatever it is, it is actually there. I doubt it's hair though.

Freckles dirt and so on are good guesses though. It's mot definitely not what hair looks like. The coloring is also similar to Myshka's face freckles.
I do admit though, that it's only those two with such a concentration of that texture in one spot.

If you want more information on chest hair texture take a oic of men's chest hair in game and see if those looks low resolution.

If that is female chest hair, it is really low resolution for this game to have.

the weird thing is that as a straight man ive eyeballed quite a bit of em KC2 tiddies and i haven't come across this "hairy" issue on my system, so it's like ppl here said, it has to be some pc/setting issue

the game has plenty of glitches so, like for example i have heard cats meow ingame but not seen any and i know they exist cause i saw a screenshot of a cat in the KC2 community tab

Yea they are there. They usually chill in places where you don´t pay much attention to. Here are two screenshots of cats I made in Troskowitz:
