Aehm, the common longsword is by no means a late game item, and neither is the perk allowing you to make Lv 4 Equipment. In fact, both is easily achievable before you even make the Toledo sword.
Radovan sells the blueprint, the butrcher in troskovitch the animal skin, and other things can either be gotten from Radovan or the Troskovitz trader.
The Basilard on the other hand is the actual late game item. If you have that in the first area, it means you came across a treasure with the blueprint in it. - Or somehow found the sword itself.
In that case, your basilard is weaker because of it's item lv, not because of it's stats:

Common Longsword/Hermit's Sword (=Toledo steel sword)

So, if you forge a common longsword, while having the martin trait, you end up with a better one than with the Hermit sword, as the latter can't get Martin quality.

It should also be noted that the basilard is a shortsowrd, while the Hermit sword is a longsword, meaning you can use the Basilard with a shield without getting penalties and needing the trait.
Tl;dr With lv 16 crafting the common longsword is better than the Hermit Sword. To get to lv 16, all you have to do is repeatedly damage (not to 0 ) and then sharpen your sword. You can damage it by deliberately screwing up the sharpening process. Also always repair your gear yourself using kits, instead of letting craftsmen repair them.
But yeah, as cool as the Toledo sword is, Ive got Martin's crafting perk from playing normally doing side stuff, can make tier 4 weapons, and I haven't gone to the wedding yet
Get yourself a better sword unless you haven't already - on the first map, yes.
