What's with all the drunks? :D

Unless it's working folks, a ton of NPCs are drunk.

You get that a bit in the first region, but now in Kuttenberg, everyone's ♥♥♥♥♥♥♥♥♥.

First noticed it a bit odd when Capon was drunk during a main mission without much context really, besides that he was sober when we came back from a mission, but during the report he was ♥♥♥♥♥♥♥♥♥ as well.

Was a bit of an odd sequence :D

Some of it is there was no such thing as a desalinization plant or large scale water filtration facility. They had little to no practical understanding of disease. But simple observation would show drinking something distilled probably killed fewer than the river outside the door. Unless you were pretty much UNDER the social ladder you didn't drink the water. Then added to that of course humans have never been great at moderation :D
