I am not 100% sure whether or not her being mad has an actual impact on the main story but I THINK not. I didn't try both ways.
But it will cause her character to be utter nonsense later on. She will not make sense anymore. Like her dialogues will be contradictive and nonsensical.

Do you still see the quest on the Map? If no I do not think you can still give it to her.
For me the quest disappeared a little bit after the council meeting. Ruthards place was locked for a reason at that point in time which I won't spoiler.
After I progressed the quest marker disappeared the quest failed.
To your question: You will see her rather again rather quickly.
Check your Journal. If the quest is still there, you should be good.
