Historical realism. Roma did not want dirty europeans polluting their bathtubs.
This dude was just having a bath. Now look what happened.
But you take on spoon of slop from their pot and they will chop you up and eat you.
The game does need to be rebalanced in some measures. Hopefully we'll see some KCD:2 rebalancing mods within the next few weeks or so.

In KCD1 the food system was actually a bit of a mess because it was so unnecessary, since you could just go up to anyone's stove and eat from the pot.
I think it's a fix, or enhancement if you will.
What still pisses me off though is when you paid for room and food, and then someone is already at the pot, and you wait there... and suddenly it's empty.... too much realism for me :D

If the town/village doesn't have an actual bathhouse, check around the streams because sometimes they use local Waterfalls or the Rivers to do laundry.
