Best advice is to show up at 8,9 am and do it all in one shot and not get sidetracked with something else part way through
Starting it at later (or too early) times often leads to a soft lock(if you start it late morning or near noon they won't give you enough time to talk to balif then get mad for abandoning them), mid mornings your best bet. There is gods own number of triggers in this quest line, any little thing will scew it, and not just this part.
I think it's about 8am to 10am.
The NPC will be standing near horses in front of the stable.
My charm should not be the problem, i was well dressed and cleaned up.
yes, i came back a few days later early morning and just skipped one hour at a time, around midday NPC positions updated and i was able to continue the quest
