Permanent POI Tipster in Troskowitz?

Not sure if this is a glitch or not. I've completed every side quest/activity in first region and still have a POI Tipster in Troskowitz. It's the tavern lady and she has nothing new to say so I'm not sure if my reputation is too low (it's relatively normal) or my game is glitched.

So this is a weird one but if you have already wandered around and explored the location prior to getting the tip it can bug out since its already been found. For my play through I have the bailiff bugged constantly talking about graves when I have already found them prior to talking to him. So you may have already found the location prior to talking to her causing her to glitch out.
