Or you can just run to the objectives and talk your way out of it if the guard catches you.
The last part of the quest however is pretty much impossible without lockpicking unless you can get the herbs elsewhere.
Like the others said, help the blacksmith, cook and then cure the chamberlain for his stomach ache. Then you can get into the chapel without resorting to crime.
There is a book in the alchemy room you can read to get the formula. There should be open chest where the herbs are.
Tbh I also thought the chest was locked. Well then.. that should be settled.
Ginger you can take while helping the cook, so not really a crime, but elderberry, yes, you have to "steal". So you are right, you can't do the quest without committing crimes. Unless the alchemy room chest has elderberry too.
