I think I found one in a bird's nest. You might also find them on various traders/innkeepers. Or if you don't mind pickpocketing, on dice players.

Dice in this game is so lame during the high stakes games. It has basically nothing to do with luck, just who can buy the best weighted dice. The amount of times these yokels roll straights or whatever they are called in dice is obscene. Takes all the fun out of the dice game in my opinion.

I got the best dice in the game and my opponents were still about as much of a risk as early game. Even if you use no special dice you have a 50%+ chance of beating the best dice players in late game.

Innkeepers usually have them for sale, a few traders too. Plenty to be found all over too. On tables etc

Personally, I don't bother with them, and win nearly every game.

You can find one in the cave behind the bandit camp that was the first place you camped at the beginning...if you didn't already loot it
