I think that
Ruthbergh gets captured, which would obviously change all dialogues. So you can't proceed there either with the book quest of course since her mind is elsewhere
Just a thought - haven't finished the whole thing yet so, as said, just a thought, and a really minor spoiler - marked
1) The easiest one. Just start lockpicking the door (very hard level) and wait for NPCs to notice you. They’ll start panicking and open the door to get inside. You just need to walk in and sprint to Rosa. Once you find her, wait for the guard to approach you, then either pay a fine for trespassing (for me, it was just 60 coins) or use your persuasion skills. After that, he’ll leave you alone, and you can talk to her.
2) If that doesn't work for you. Quit the game, go to the game's Steam properties -> General -> Launch Options -> and type in "-devmode" Don't worry, achievements will still work. In the game, open the console (~) and type "goto 2983.35, 687.39, 55.66". That will teleport you to their guest room. Once you're done with the quest, you can either leave the mansion normally or teleport out with "goto 3008.32, 683.10, 51.50".
