Was it intended or not for the Troskowitz Armoury to be no longer unlockable for new players?

Because wasn't it already said by the girl you meet at the start who's begging that you can steal from the armoury to get your starter gear?

So why can't you get a key that unlocks it anymore and its set to "very hard" to unlock?
