Solved the issue for me so far.
This worked perfectly for the smoke animations but I'm having problems with some fire animations. A lot of cooking areas in houses and taverns have static flames. The heat haze effect is working, but the flames are frozen in place.
EDIT - The above fix only worked once for me. If I restart the game, the frozen smoke issue returns.
I want to point out that I do not use mods.
Yeah, they are linked: smoke, water, fire (hearths, candles, torches, etc.), fireflies. If you watch carefully you will probably notice the others too. I lodged a complaint and the support said they are aware of the issue but unable to tell me when it will get fixed ATM.
