"Haggle successfully 3 times"

Can anyone help? I am always successful in haggling but still haven't unlocked this. Stats are max and have all the perks. Everything else in PROS is unlocked except this so is there like a hidden mechanic with haggling for it to be considered "successful"? Because I have never failed it.

I missed the twitch drop since I like to wait a bit after release for bugs to be hammered out and mods curated.

If it is bugged for you guys then by all means just use the console commands. Nobody dis you for using the console to troubleshoot.
