Bath house services no more in kuttenberg

Since the update, the bath house services in the kuttenberg region no longer show for me. Only trade does. Tried at all times and tried all bath houses in the region. I go back to the trosky region and they are all working fine.

Barber is also bugged where he has no dialogue options and stands with his hands out

Was using mods, mostly the most popular basic ones and I removed them all but still have the issue.
Anyone know the fix or have same issue?

Unsubscribed to the 3 workshop mods I had
Removed all nexus mods as well
Was only really using carry weight and richer merchant and fast picking

Had subscribed to the mod that stops people kicking mutt
And the trespass one
