Nighthawk potion not working anymore?

After patch the Nighthawk potion has no effect anymore indoors. Is this intended by the devs or a bug?

they mentioned reworking stealth. Might have to check patch notes. I've noticed my games overall gamma way darker after the patch

Yes, it has become too dark in the rooms.

Yes, it is bugged even more after the patch. It works indoors but only somewhere.

Yeah, it's either bugged or rebalanced wrong.

Yes, it has become useless. The potion only works sometimes. In houses, not at all.
