If you're doing the Wine, Blood, Women quest where you fight in Zhelejov he won't show up in the pen to fight and you would be stuck there. The solution is to punch him right before you start the fight to make him stand. I'm assuming since this new update came about making him into a barber he gets bugged out and won't move from his spot. I'm not sure if it'll work for everyone.
