Goatskin not showing up after 1.2

So I did some searching online about the whereabout of Goatskin, doesn't matter if I win the dice or staying at Goatskin's hideout, the NPC seem just vanished from the game, and there were several other reports about the same issue all seem related to patch 1.2 release. anyone else has this issue?

Also, anyone know the cheatcode for spawning NPC, Goatskin would be a great help

Update: no console command so far, I did reload the save after completing all the side quest available at the time.

I am locked. Yesterday, I spoke with Chenyek and got this quest. Now I am locked can't find goatskin anywhere. Been to his lair, waiting for like 8 hours, then some npc came by with "you shouldn't be around here". I don't understand how they even saw me :(
Anyway I am locked away, tried talking with German in bathmaid house, no luck he just won't move. Tried walking around super drunk in peasant clothes, doesn't help too.....

I am feeling quite hungry :(
