Goatskin not spawning/not present

Has anyone run into this problem ?
I tried waiting all day at his stash house,
I tried knowing the location through his girlfriend, without speaking to anyone.
nothing works, he just won't spawn...

Have you tried winning dice against the German 3 times to trigger his appearance that way?

I've tried speaking to the german, telling him to leave, succeed; but the damned german won't move his arse

I would try the three dice wins against him to see if that gets him to move. If that doesn't work, you're certain that you have the right place behind the tailor for his hideout and he's also not coming there while waiting, you may have to backtrack saves because something broke.

well, winning the game of dices didn't help, I'm guessing the quest is bricked

Same for me. The german won't stand up, no matter what you are doing...

It says in the patch notes they fixed quest behavior for npcs but i feel like its more broken

I was doing this quest on my 2nd play-through this morning, no problems finding Goatskin but I did not save as I missed out on a side quest.

I tried again this evening after the patch and can't find him. I tried passing the skill check with his girl, went to the correct area and Henry notes he wasn't there but should try waiting. I tried waiting for several days and nothing. I tried failing the skill check with the hope of following her, but she never left to warn him. I played dice against the German (winning 3 times) and followed him, I gave up after he left Kuttenburg with no sign of Goatskin. I tried wandering around the area drunk but as yet I have not been successful.

I have the same issue. After patch nothing works absolutely nothing. Starting to think I have to start a new game after trying for 5 hours

same problem here, the quest is now broken. Goatskin simply vanished from the game.

same bug on ps5, latest patch 1.2, found his hideout, he does not spawn. Any workaround? Already submitted a ticket to support

I've yet to find a workaround if one exist (I'm on the latest patch), Maybe on pc you could start the game in dev mod and spawn him or something but I'm not keen on trying that.
I've also submitted a support ticket

i found goatskin randomly outside, he has no marker. Just a name.
