9070xt / 9800x3d | Bad stutters at 4k
I just upgraded somewhat recently to a 9070xt (Sapphire Pulse) and 9800x3d from a 3080 10gb and 5900x, and I'm playing at 4k. Ever since the upgrade, I have had pretty horrible stutters in this game, even when turning the settings down. It's the only game out of the five I've tested (Rocket League, RDR2, KCD II, Bioshock, DOOM 2016) with this system so far to have any stutters. Additionally, my VRAM usage is about 2-3 gb (around 14.5-15 gb most of the time while using high/ultra settings and FSR 4 Quality) higher than benchmark videos I've seen with the same hardware and game settings. I know KCD II is not well optimized for AMD gpus, but does anyone know how to fix this? It's making the game really un-enjoyable. To clarify, the game didn't stutter at all on my 3080, despite having far less VRAM.

Check the FPS Limit in the graphics settings - mine occasionally is set to 40FPS and it plays like ♥♥♥♥ of course.

The FPS is uncapped. I typically get 80-100, but constant micro stutters and huge stutters maybe once or twice a minute. I've yet to find any "changeable" reason that it's happening. I've uninstalled and reinstalled drivers, uninstalled and reinstalled the game, turned the settings all the way down, turned FSR down, etc. Nothing has helped. I even absolved my "local hero" perk that was apparently a cause for some people's stuttering.

Had a similar issue today where my fans freaked out in-between cutscenes, never did that before.
Restarted the game - ran fine again.
