Report a translation problem
The only exception to this is the horse you're given as part of the story. If you accept that horse in lieu of Pebbles then Pebbles is gone forever from the game.
Edit: I misread your post, my bad.
There is a small area with a trough near both black marketers. Get off the horse there and it will “stable” itself won’t walk off.
Pretty sure they are wondering about the black marketers for money. Making sure that stealing a horse doesn’t auto own it.
