You should be crushing it.
Sounds almost like you're not even using your GPU, have you by any chance got it running on CPU integrated graphics?
Sounds mad but 20 fps on lowest settings?
No you're not. EVGA stopped making GPU's after the 30 series.
2. Make sure a NVIDA’s drivers are up to date.
3. Turn off NVIDA GeForce capture UI it causes horrible issues.
4. Try cleaning out old files using Disk Clean. Sometimes old windows update files can mess with games (very unlikely the issue)
5. If you’re using AMD for a processor there have been huge issues with performance due to the update with AMD. Check processor speed try slowing it down if overclocked.
6. Check task manager while running game and use the full view to see what’s causing the GPU or CPU to spike.
7. Check RAM if your drops are caused by turning left and right fast. Most games use visual rendering and keep data for fast load on RAM it may be leaking memory.
If none of the above have done anything to fix your issue try googling your specific issue. Make sure you do a trial and error to get the cause lowered down to specific actions.
