Can't Start Magic Arrow Quest with Pasha

I carried the sacks for the arrowhead fella and left the camp after completing the activity successfully. I am now at the Dry Devil Inn. I talk to the InnKeeper who tells me to talk to Pasha, in which I do and he then accuses me of causing trouble for his band, and I can talk or threaten my way out of it, but it doesn't start the Magic Arrow quest...it just ends the dialog and the quest start icon goes away.....

How can I fix this?

Well, did you report his band to the Bailiff or something?
Did you take out the camp?

Sounds to me like you did something that then blocks you from the follow-up quest.

Did I miss something?

Paşa is an old Turkish Ottoman title.

If you ride from the Devil's Den to Grund - in-between there's a fellah lying in the grass next to the road. That triggers the questline
