Speech option to start Kuttenberg tournament is missing.

When I reached the council mission in the main storyline, I had also finished the quests with Menhard to start the tournament. When I tried to start the tournament I kept getting prompts to attend the council meeting so I reloaded an old save and just did the council meeting and Sigismund's camp quests.

Now that I return to Menhard, there's no option to start the tournament. The only two sidemissions he's offered are the widow's duel and returning the guild sword.

How do I start the tournament? Is this a bug or is the tournament only available for a small window in the game?
