I suppose that's correct, but ♥♥♥♥, they are the lowest D part of the game- all the rest of the game is HD, but the clouds are just fuzzy fuzz.
I realise there's weather but the cloud skybox just looks like a skybox much of the time.
Open console (hit ~) and try these:
r_VolumetricCloudsRaymarchStepNum 256 (default 64, max 256, increments of 16)
r_VolumetricCloudsStereoReprojection 0 (default 1)
r_VolumetricCloudsShadowResolution 256 (default 64, max 256, increments of 16)
You can also try r_FogShadows 1, it should allow fog (hopefully including clouds) to cast shadows
I can't say whether I've observed much change when doing it this way, but after adding it to autoexec.cfg to c:\Program Files (x86)\Steam\steamapps\common\KingdomComeDeliverance2\ and playing with it for a while I would say that the clouds are a bit nicer.

I wanted to play with r_VolumetricCloudsPipeline 1 but that somehow turned the sky to black on game restart (not enough memory?)
