Padded foot protection?!?!?

Why can i not figure this out? I've visited shops, looted people trying to find out this "padded foot protection" to be able to put armor on my legs. I feel pathetic enough for not being able to figure this out, but PLEASE help me out!!!!!! what do i need to get and where can i get it?!?!

Quilted Hose / Padded Chausses are the lower layer of leg protection. It's an unfamiliar word, so understandable

Not sold at the tailors or armoursmiths, seems to be very rare. Been walking around the main city now for a while talking to traders but haven’t found one yet.
