you have to go through cut scene & dialogue b4 fighting him. If you fight b4 cut scene he is tagged "essential" or do them in the wrong order .once cut scene is over fight kill the guards he'll go beg in a corner, then you enter into dialogue and end it with no I'll just kill you

That didn't work for me.

I had to tell him I'll let you live or whatever then i could kill him after he turned his back.

yes once dialogue and cut scene are over you can kill. If you try to engage before either he will be flagged as essential. If your saying you hit the triggers in the correct order and he was still invulnerable then that is a bigger problem with the scripting.

The dialog and cutscene were over and he was invulnerable.

did you attack him b4 either was started then go into combat again after dialogue?

EDIT Try equipping a torch and the loudest most visible armor you got. If that doesn't work try the reverse. Perhaps the guards are triggering a fight just before the cut scene initiates(they see you b4 buresh does). I hate overly scripted events just for stupid reasons like this. Too many variables with different play styles. Generally KISS keep it simple stupid is a better approach in design than overthinking it.

In any case I'm pretty sure he's flagged as default essential and it's the cut scene/dialogue that removes the flag(and that any premature combat prior prevents subsequent flag removal). You may also want to try to sneak close enough to get the Left ALT talk option and see if that works if the above suggestion doesn't work.....failing that send a bug report to WH and go find something else to do.

Oh and if you have any mods or cheats running try turnin em off

Okay, wild guess over here but I have the same issue and lost about an hour of playtime because I realised too late that I have to reload to get the letter, but...

... I think Buresh's begging is triggered by climbing all or at least the last ladder down the mine shaft. In all my attempts my lazy ass just jumped down the platforms, as you don't loose health, exept the last one when it finally triggered him begging after climbing all the ladders.
yeah this ♥♥♥♥ is mega bugged. no idea how many ♥♥♥♥♥♥♥ times ive reloaded trying to kill him.

He is required for latter story as Christian of Pisek is going to use him to take the Mint position....

I just had the same issue, I chose to surrender and that was the workaround, when you surrender the fight ends and he starts begging for mercy.
Been playing on xbox so unsure if my input will help, but, I had the Soldiers following me to the mineshaft, and they started a fight with me above it. Either he was going to exit anyway or he heard the fight, he climbed up and started running away into the forest.
I was able to kill him while he was running away. No dialogue or cutscene, but he can be killed this way.

so after dealing with this my fix was to surrender to the guards then they will fight you right after chat is bugged still but i ended up killing him in the end
After i killed the guards and talked to him we started fighting. He was invulnerable at this point. I just ran away from him in the mine and he eventually quit chasing. Pickpocketed the letter from Vavak from him after.
