Screen freezing every few seconds.

Randomly the screen will freeze and wont stop until i restart my computer. It happens about every 2 to 3 seconds. Sometimes it starts in the menu, sometimes at random an hour or so into playing. CPU temps are normal, drivers are updated, and malwarebytes says im clean. I don't think its a hardware issue because the game runs fine on max settings getting about 120 fps and max settings on RDR2 i pull about 70fps. Is anyone else having this issue? i cant find any answers online, just 1 Reddit thread from the first game describing a similar issue with no solution. As i said above the only way ive found to fix the issue (very temporarily) is to restart my PC, simply alt F4 and restarting the game doesn't fix it, which is really throwing me off. probably a skill issue but just in case, any advise would be appreciated.

I found a solution from another game that described the exact same issue. Apparently its Steam overlay causing the problem.

for me i have to go as far as turning off chrome. then no freezes
