lighting problem?

am i the only one having a light problem?? any source of light makes my screen flicker and feels like my gamma is really high when im near torches or sunlight coming through a window or in cut scenes, is there a visual mod or something that can fix this?? i have everything on ultra settings, thanks in advanced

Yes, having the same thing happen to me and it's really throwing me off in fights.
