cobwebs broken?

So I wanted to brew some quick finger. I am on the 2nd region. I went to every herb person and apothecary, nobody was selling it. I could pick open their chest and there it was, ready for the taking.

I went back to the first region. Same thing. Every herb woman or apothecary, nobody was selling it, but it was in the chest.

And it looks like, unlike the first game, I have yet to see any in henhouses. And never in a bird nest. I have seen it in very few chests, etc for the apothecary. Anyone figure out a reliable way of getting it other than stealing it? I really do want to buy it, lol. I guess it is a moot point now since I have 35 Henry strength potions, so I doubt this will be something I need again. It was just very frustrating.
