I do yes. I even switched back to my previous weapon that I was blocking with and it still doesnt return.

It feels like a bug linked to your character's animations. The best way to avoid this issue is to lock your target with TAB (see the keybindings). I would prefer a fix honestly. This issue, especially with dogs and wolves, is annoying.
Not sure if it bugging for u or not, but ensure you are looking towards the wolf as their attacks from the side/behind out of your field of view wont give u the option to block
