Devils Den Drying Rack is in Tresspass Area

I just wants to use the drying rack without angry lady shouting at me. Why only locals can use? This is unfair discrimination against visitors to the inn.

do it at night, before the patch, most of the racks where in Trespass areas for me, so i get the habit of doing my drying at night
