So I've noticed you can re-forge the blade of Radzig Kobyla.

But you need 3 Toledo steel for it.

Is there a way to smelt swords to get materials back for it?
I think that would be great for crafting it since I've got a few blades I don't use.

And if not, where can I find some more Toledo Steel?

You can buy it at Trosky castle, and you can find 2 in the chest at bandit camp where you found blacksmith hands with Lord Semine on blacksmith quest.

Every wep/armour vendor in the city has this. You also can find it in the first zone in small amounts regularly.

As you got the sword, you're in the 2nd zone, right? Just go straight to the city. You also can buy/steal the noble plate armour which is the best armour in the game, and every vendor has 2 of each slot in 2 different colour variants.

Yeah I've noticed this but the vendors I've been visiting unfortunatly don't have Toledo steel.

You'll be able to find toledo steel, but some smiths will have a piece too. I'd save before attempting to reforge it cuase it may push the required stats up past your level. It's definitely meant for high levelled characters
