After quick travel through location before originally discover it, quest hard bugged and camp did not spawn

Same, accodring to reddit it can spawn randomly after reloads or if you left the area for some time... but in my last 2 checks nothing was there :D

I found a topic, that suggests to follow the main quest till the quest "Oratores" to continue with the high toll quest. But not verified. I'm quite far away from that one.

it will unlock during the story mission oratores.
speak with the only guy there not named guard or whatever the generic npc's are called there. quest npc was not called a captain though.

worth noting that i sneaked in and knocked everyopne out and the quest npc did not have the quest item and i had to wait for him to wake up and he gave me the item after talking to him.

didn't work for me , i even finished the game and went back to check it but nothing, not even a tent xD
