Can't talk to some NPC quest givers

I can't seem to talk to Foreman Vlach or Chenyek in Kuttenberg. It says they have quests for me but there's no option to talk.

Is it something that activates later in the story? I've only finished finding Dry Devil's companions, I haven't started the quest to find Liechtenstein.

Any help or insight is appreciated, thanks!

Foreman Vlach is marked as a quest giver long before his relevant quest chain's prior quest Striped Tonies even becomes available. It's the Popinjay Shooting Contest and as said by others, he will only be available in the evenings at the tavern...or (for a very small window of time) at his camp shortly after he wakes.

I have also seen several NPCs marked as "quest tipsters" throughout the map, with no dialogue to trigger beyond greetings...

I'm experiencing the same problem with the same 2 people. The Foreman and the guy at the hole in the ball. Needs to be updated.

In case of Chenyek, I also saw the icon on the map but couldn't talk at first.

But just before doing the quest to save Hans, an npc messenger of the guild found me and told me to meet Chenyek as soon as possible. That's when I returned to the Hole in the Wall and I could talk.

In case of Foreman Vlach, I was able to talk when he was working but he told me to meet with him after work when he goes to the tavern to drink.
But even after finishing the quest of miner's crossbow event, Foreman Vlach still has an icon for sidequest.
I am hoping after some main quest or in game days, I can talk to him again.

Some of it depends on their position like the miners in Kuttenberg. But they'll tell you then when and where to find them.

But there's some 2 or 3 bugged ones that just won't go away

For Foreman Vlach: I was having this same issue but the last time I tried to go and talk to him he said something (after I pressed the E key to 'Talk' to him - which didn't start a conversation, he just commented and kept walking) along the lines of "I can't talk now, meet me at the Black Horse Tavern this evening". So I did that - went to the Black Horse Tavern in Kuttenberg, waited until 9 PM and he was out back with some others sitting at a table. Then I was able to talk to him and accept the quest.

Idk what the deal is with Chenyek though - I'm finished the story and I completed all his other quests a while back and he still has a quest icon.

Also, there's a guy in Pschitoky - not sure of his name off the top of my head - who has a quest icon. Its the same guy who gives you a bogus treasure map. But I can't accept any quest from him.

So I figured out something important about Chenyek at the hole in the wall.

After doing a few quests for Chenyek, he gets a quest marker on him, but then he has no option to interact with him. This is because the quest, called "The Spark" doesn't start where the quest marker is.
Instead, it starts when you randomly encounter a guild messenger on the road, so you have to go riding around a bit to find him.

Talking to the guild messenger starts "the spark" quest, and only then can you speak to Chenyek at the hole.

It is very confusing because the quest marker is misleading.
