Yes but you must get Pebbles through the groom and not just steal her and it will take some time in the saddle to get the upgrade for Pebbles. This upgrade makes Pebbles competitive with any other horse in game. Stats vary based on gear but.... SPOILERS

I was using the starting saddle from reclaiming Pebbles and bought a bridle from the horse merchant at the Nomad camp that I had equipped.
I did have several perks in horsemanship already as well - with basic gear and Pebbles pre upgrade I did beat the Nomad race against Stibor - Hard Start was invaluable along with stamina regen perks. Did not sabotage the race either. Won fair and square. You can use any horse. If racing it will be much harder on one with low stats but the right perks and a good knowledge of the course and surrounding area can still yield a win. MUCH easier with a better horse though so when the race update drops... might want to have buffed Pebbles with the perk that greatly increases stats
Yes it would... Knights would generally have 2-3 horses wish we could - I would probably keep Herring too knowing me....
