I know that they have... uhm... "had" since I stole their dice while they were sleeping. However I'm still losing to them even tho I own their dice. xP
But this is just speculation based on how mini games like this in other games work
TLDR; yes dice is rigged, in fact the whole game is rigged, thats just how video games work. Player wins vs game by playing, game wins vs player by cheating
I know they do. Whenever they use some of them I can see it since they have different colors. However they re winning without good dice :)

To give you a few tips: learn and train your pickpocketing skills (with appropriate dark and silent clothing) to steal from those players using these colorful dice. Check the innkeepers and alemaids as they sell dice as well (although not really good ones). Another interesting dude is living under a bridge (hence called Unterbruck). Plus I recommend pickpocketing any fancy character you meet in the camps or on the road as they often carry special items.
Then your goal should be to score with all your dice so you can roll over and over and over again.
