Are skill checks a fixed outcome or is there actual percentages at play?

I currently can't progress after a certain point due to myself constantly failing a speech check. I have 15 speech, high charisma and I have perfume on, yet it still reads "Very Hard".

Is my save cooked? If so, I cba to keep playing if I've got to reload an old ass save...
