AFAIK you cannot. The horse is owned by an NPC required for a nearby quest. So there is not an option to steal it. Also the horses stats are not amazing. Pebbles becomes a far better horse with a perk you get just from riding them a lot.

EDIT: Forgot to say as FroG mentioned. Herring, another horse you can get for free from quest also can get a hidden perk from riding it for 50kms or so. Both Pebbles and Herring become two of the best horses in the game after getting these perks.

Just FYI Herring (the horse) has a similar effect like pebbles after riding enough with it.

Nah, thats why it is in that pen. I expect to see a dev get this question and explain all the ways people were breaking the game with the un-ridable horse.
