Can't seem to escape negative rep.

Tried to be a good boy. Only answered properly, didn't steal, had green rep with everyone around the world. Encountered a random chance encounter on a road. Some bandits were accosting an "Odd Trader" and they killed him and I killed them and looted everyone, including the trader (This counted as stealing.) upon looting him, I got red rep with EVERYONE.

Now, despite me raising my rep back up, it plummets back down again. Question, if the game was marketed as "Civilians will remember what you do/did." how would they even know what happened in the middle of the woods where no prying eyes are? I even watched yesterday as my newly formed green relationship with the blacksmith of Tachov, turned to red AFTER I sold something to him and I wasn't doing anything but selling lol.

I am beginning to wonder if its because I often let a bandit go when he surrenders...
Is he surviving to talk ♥♥♥♥ and smearing my reputation? I can't think of any other reason my rep is decreasing for committing no crimes and helping every cat out of every tree.

It eventually fixed itself, now I am back up to 60ish rep with everyone, except the woodcutters, they hate me lol.
