Kinda. I managed to get to the top by throwing stones and sneaking around guards. It took me a few tries though. After that I tried to go down but a guard was in the way.

There is an alternative way without sneaking but you have to level up some skills first. You have to help the chamberlain and he'll give you permission to travel around the castle.
