Why can't we give alms to poor? Like WHY?

Came Across Many poor begging around and I can't donate money to them or anything?

And People in general have very limited dialogues for mutt, You silly doggy, shoo, call your dog not, stop sniffing here why not add more interaction? Like someone petting the dog or even giving throwing some bread at him when interacted

You couldn't in KCD1 either. I was so disappointed I wasn't able to help my fellow Skalitz brethren in Rattay early in the game.

There are a select few beggar interactions that you can either give or receive alms. Maybe it should be more common, but I remember giving some dude 300G so he could get back to his family.

That would be classified as a random encounter, what I want is a common mechanic to donate to poor and needy, This was lacking in kcd 1 and the same is missing in kcd2 :(
