Horse Black Market Bug

Hi, I have been trading in horses and training one when I found a better Horse at the horse handler in the nomad camp.

Randomly he has stopped showing the dialogue for the [Horse Black Market] and only shows a trade option. I am just riding up to him with my stolen horse same as always. Is this a known bug or am I doing something wrong? I have tried reloading a prior save, restarting, sleeping a day and coming back, etc.

the tent has nothing to do with it, you don't need to have it under a tent. I sold one on the path in front of him. It's just not available now.

This happened to me, but in my case going back to a prior save did solve it. Really not sure what triggers this bug.
