How to Steal successfully?

Hey, I find it easier to steal gear from NPC's but one thing I wasn't sure about is stealing equipment such as Armour and weaponry. For example if I steal from a tailor to get the best gear while I understand i can't wear this stolen gear around him or he will spot me I'd like to know how long does this last for. After time passes can I start wearing it without him noticing?

Same with weaponry. Can I steal weaponry and carry it in the area after a period of time. I remember in the first game i just stole it and wore it after a few days but I wasn't sure if it was the same here?
