Well, I restarted the game, and at some point, when I got to Kutná Hora, I decided to complete the quest from the miller, to try to improve my lockpicking skill a bit. So. And again I couldn't take the sacks, but here's the thing. I was trying to take the sacks in the mill, that's the thing. There are sacks there, and when I played for the first time, I saw some NPC going in there and taking a sack from there. But when I was playing the second time and taking this quest, the miller said that "take the sacks in the barn", and then I realized that, most likely, I was taking the sacks from the wrong place, and found the barn. The barn is where the horses are standing. And before that, when I was playing for the first time, I missed this phrase of the miller, about the barn, and, actually, I couldn't take the sacks from the mill and load them on the cart. That's such a silly thing. Unfortunately, there was no repeated dialogue with the miller to see what he said. Well, probably it's the flaws of the game.
