I wondered this, I refused to give him the money, followed him up the road and knocked him out to see what he had, but he only had his clothes (and 0.1 groschen). Maybe I should have followed him for longer to see where he goes.

I almost reloaded and gave him the money. I lost a speech check mistaking him for a noble and it was taken poorly, and that was that

He is either a scammer or leads to a quest. Up to you what you want to do. I paid him because it isn't that hard to make money and I wanted to see what happens

Idk yet, I came across him and didn't give him anything, he seemed like a noble, an inquisition member or more likely a spy, the way he was secretive led me to believe I'd regret it if I gave him any money because it meant he was up to no good.

I gave him the full 300 since I'm rolling in money thanks to alchemy.

if you have an Additional 150 there will be an option to also give him an additional 150.. so (300) total. His story is he was a nobleman who was sent to prison and he escaped. Giving him the full 300 he simply takes it and walks off. I'm not sure if that will come back to help or bite me in the end. I had 450 total so it was a LARGE chunk of what i had. I guess we'll see what happens.

i gave him full 300 walked up and knocked him out and took only 153.1 back but hopefully a future quest will still be there?

I saw him talking to a guard later in the game, he mentioned something about his brother and an inheritance. Not sure if that means he was telling the truth or not though, as he doesn't give many details.
