Report a translation problem
So I have noticed 2 things that influence this:
1) The rock needs to be thrown sort of close to the NPC. I'm just going to say within 10 feet of them, but that's not an official measurement.
2) There's a bug I've noticed that if you are not on the same floor as an NPC, they will not notice the rock no matter how close it is. I.e., if you're on a staircase, even if you're only 1 or 2 steps up, and you throw a rock at someones feet, they won't react.
Ah maybe it's the elevation, I was on a floor above the guy... guess I have to load a previous save then
Works every time. They'll go away looking for the murderer.
