He knows that the letter guarantees safe passage, and without it, the nomads are vulnerable. The nomads are Marika's family, so she is pretty much putting her flesh and blood in danger for the life of one man. And, after their recent fallout with Semine, the nomads are in imminent danger if the villagers find out about the missing letter. At least that is likely in my run, because I threatened the man on duty and freed Tibor and ran off with him while he was calling the guards.
We could use that to persuade or threaten her. Those are the most obvious ways to wield the information. Or we could go back to her dad and ask for advice. He should have had some to give before we go back.
