In game, the millers are sketchy thieves and fences. Your character should learn from them if you want to learn 'the art'.
Or keep fumbling about randomly. You'll get there eventually, but it'll be slower and more frustrating than the first option.
You can do the competitions aswell, just do the beginner ones and youll gain archery experience and money (if you win).
I've not come across anything as unintuitive or just badly executed for a lock picking minigame for a while.
Why not just lock the floating thing in place while the lock rotates and just make it more precise to find the sweet spot before it locks.
Add 2 or 3 layers of it as the locs get harder.
But at the moment it's the most infuriating part of this game so far.
